The Barbadian reported on debate in the House of Assembly over the welfare of children under six who had been freed by the Emancipation Act. The governor called for stronger provisions after reports that some children and their mothers were being left destitute. The controversy highlighted serious shortcomings of the apprenticeship system, including inadequate support for thousands of newly emancipated children.
